Neighborly Grant Management System

Grantees will complete reimbursement request and quarterly activity reports through their grantee portal in Neighborly.   • Grant Award Title: Partnerships for Success – Law Enforcement (PFS-LE) Grant
  • Funding Description: The PFS-LE grant is funded through ODP’s Strategic Prevention Framework-Partnerships for Success for States grant (or SPF-PFS), which is federally appropriated funding awarded to ODP by the Substance Abuse and Mental Health Services Administration (SAMHSA).The PFS-LE funding aims to support law enforcement agencies and public and nonprofit entities with the development of strategies and implementation of effective prevention activities at the state, county, and community-levels. PFS-LE grants will be awarded via a competitive application process, and funding will be awarded to support grant proposals that request funds to address locally identified drug and alcohol-related challenges in five key prevention domains:
    1. Alcohol misuse & underage drinking
    2. Prescription medication misuse
    3. Illicit opioid use
    4. Methamphetamine use
    5. Youth substance use
  • Grant Award Period: February 1, 2026 – September 30, 2026
  • Award Information: The PFS-LE award funds are provided to grantees on a reimbursement basis. Prevention service(s) provided prior to February 1, 2026 and/or the signing of a grant award document will not be eligible for reimbursement. Grant recipients are required to follow the terms, conditions, and assurances detailed in their FY2026 PFS-LE Grant Agreements. Grant awards are contingent upon funds appropriated by federal funding agencies and the Idaho Legislature.

PFS-LE grantee payments are paid out by the State of Idaho. In order to receive payments from the State, grantees must be set up as a vendor in PaymentWorks, the State’s online secure vendor management system. If a grantee organization has ever received payment from ODP or any other State agency in the past, then your organization already has a vendor account with the State. However, if a grantee organization has never received a payment from any State agency previously, you likely need to create a vendor account in PaymentWorks. If you are not sure if your organization has received payment from the State in the past or if you have a PaymentWorks account, you can contact ODP or the State of Idaho Controller’s Office for assistance.

If grantee organization has received payments from the State in the past and are setup as a vendor, but you need to change your banking or organization financial information, you will do so through your organization’s PaymentWorks vendor account.

Grant Payment Dispersal Method – Direct Deposit & Checks

Whether or not your organization receives grant payments from ODP/the State of Idaho via check or direct deposit is dependent on how your organization setup your payment process information in your PaymentWorks vendor account. ODP cannot choose whether a grantee payment is paid via check or direct deposit, the State will automatically disperse the payment in alignment with the payment method the grantee setup in their PaymentWorks account. If an organization is currently setup to receive payments via check but wants to receive future payments via direct deposit, they will need to update their payment information in their PaymentWorks account.

ODP is currently working with our evaluation services contractor to design the PFS-LE grantee quarterly activity reports. Additional guidance on quarterly activity reports will be provided to grantees asap.

Grantee Reporting Timelines & Due Dates

    • Quarter 1: February 1 – March 31
    • Quarter 2: April 1 – May 31
    • Quarter 3: June 1 – July 31
    • Quarter 4: August 1 – September 29

ODP requires that at least one staff member in each organization awarded PFS-LE funds complete obtain a Provisional Prevention Specialist (PPS) credential. Obtaining a PPS credential requires the completion of two free, short, self-paced online courses: 1) Substance Abuse Prevention Ethics; and 2) Fundamentals of Prevention. Both courses are offered via ODP’s online Learning Management System. ODP is currently in the process of working with a third party contractor to redesign the two PPS courses, and the courses are anticipated to go live in August 2026. Once the courses are launched, ODP will notify the PFS-LE grantees and they will have through September 2026 to get them completed.
