Funding Opportunity Title: Substance Use Primary Prevention (SUPP) Grant. The SUPP Grant is funded through the Substance Use Prevention, Treatment, and Recovery Services Block Grant – referred to as the SUPTRS BG or SUBG – which is a federally appropriated Block Grant awarded to the State of Idaho by the Substance Abuse and Mental Health Services Administration (SAMHSA).

Description: The purpose of the SUPP Grant funding is to support organizations with the implementation of evidence-informed, community-driven primary prevention programs and strategies at the state, county, and community-levels that are designed to address specific, locally identified drug and alcohol-related challenges.

This funding opportunity is specifically for primary prevention activities and may not be used for substance abuse treatment or recovery services. Primary prevention is defined as programs and strategies that focus on, and provide services to, individuals who have not been identified as needing treatment. Primary prevention efforts take a proactive, ‘upstream’ approach by educating and supporting individuals and communities to delay the onset of substance use and to prevent the emergence of substance misuse behaviors and the development of substance use disorders.

Anticipated Total Available Funding: $1,500,000.00

Grant Award Period: July 1 – June 30

Application Submission: Applications must be completed and submitted online via Neighborly, ODP’s grant application and management software. The application will become available in Neighborly at 8:00 AM local time on Wednesday, February 11, 2026. Eligible Applicants: Eligible applicants include any public or governmental entity (including tribal entities) – such as counties, cities, schools and school districts, libraries, etc. – as well as non-profit entities such as community-based organizations, behavioral health nonprofits, coalitions, and youth- and family-serving organizations. Federal regulations (Section 90.135, HHS) prohibit the awarding of Block Grant funds to any entity other than a public or non-profit entity.

Award Information: The SFY2027 award period is July 1, 2026 – June 30, 2027.  The SUPP award funds are provided to grantees on a reimbursement basis. Prevention service(s) provided prior to July 1, 2026 and/or the signing of a grant award document will not be eligible for reimbursement.

Grant awards are contingent upon funds appropriated by federal funding agencies and the Idaho Legislature. Applicants assume all costs associated with the preparation of the grant application.
